The CSA role is responsible for external outreach and engagement with IT Security experts, leading academics and government decision makers in his or her region, with the objective of enabling the creation or maintenance of a Security policy environment that supports the subsidiary's growth objectives. 
The CSA will establish and leverage Microsoft’s Security technology leadership to help drive strategic business development with the provincial and city government in that region in a way that helps regional government’s goals for development of citizens, society and economic growth that helps drive for new design wins, positive policy influence and establishes revenue opportunities for Microsoft.
The CSA acts as the door-opener for strategic discussion with government and customers, provides in-depth knowledge and guidance on security topics during discussion cycles to the team and directly to key customers, and provides guidance and support in escalations that involve security topics. 
The CSA supports Microsoft China in establishing strategic long-term relationships with governments and key customers, ensuring the long-term success of Microsoft. The CSA also assists the team in addressing security roadblocks associated with business activities. 
The CSA in China is viewed internally as well as externally as a thought leader; he/she establishes a security vision in which Microsoft and its customers & partners can recognize themselves.
The CSA in China will report to the National Technology Officer (NTO) of GCR and will be located in Beijing
The following characteristics are essential for success:
Experience in Cyber security of complex IT infrastructure deployed by government and commercial enterprises.
Established leader in the China IT Security community
A deep understanding of the impact of information technology in Regional social and economic systems, as well as within the business of government
A profound understanding of the breadth of Microsoft’s business, strategies, and applicable business models 
A broad technical understanding (Level 100/200) of the current and future technology policy domains: 
Open Standards, Interoperability, Security, Privacy, Open Source, Wireless and Spectrum, Systems Architecture, Development Technologies, etc.
A demonstrated depth of technical expertise (Level 300) in Security domain
Demonstrated expertise in building and leveraging sustained relationships with:
o Ministerial levels of government and their Security advisors
o Leading academics and think tanks on issues of social and economic policy
o C-Level executives and their advisors in the business of government
The highest levels of competence in public speaking and presentation skills
Significant experience and expertise in representing complex company or product strategies to members of the press and analyst communities
Demonstrated competence in working within a virtual team environment and accomplishment of goals and objectives through influence of others not under direct management control
Ability to build strategic partner relationship with national and regional IT companies in a way that can help deliver Microsoft technology and product in vertical industries

The CSA is a particularly demanding role, which requires both internal strategic focus as well as a significant (60%) commitment to external engagements and relationship building.
The role has a primary commitment of 60% external face time with a 75% time allocation on Public Sector engagements and 25% available to other segments as determined by the local leadership team.
The CSA is expected to be an active participant in the worldwide CSA community, and as such will be expected to contribute to the development of the community by active participation in community forums and through best practices sharing with other CSAs around the world. 
Strategy Development:
The CSA will develop, in conjunction with NTO and the subsidiary leadership team, a Security strategy and engagement plan that addresses existing and emergent technology policy issues that could impact Microsoft’s business model and capacity to grow.
- Identify key government Security policy priorities and potential issues
- Define strategy for subsidiary to address technology policy priorities and issues, as well as key corporate technology policy priorities
- The CSA will establish and leverage Microsoft’s Security technology leadership and vision to help drive strategic business development with the local government in line with their priorities and drive for new design wins, positive policy influence and revenue opportunities
- Proactively and reactively address policy barriers that could have a negative impact on Microsoft share and revenue, including policy issues that are impeding short- term wins

Government Elite Engagement:
The CSA role is responsible for external outreach and engagement with technology policy elites, leading academics, and government decision makers to enable the creation or maintenance of a technology policy environment that supports the subsidiary's growth objectives.
- Build trusted advisor relationships with Security community, technology policy elites, academics, and decision makers by demonstrating leadership in technology policy debates
- Articulate Microsoft‘s technology vision, strategy, and capabilities and the positive impact these have on citizens, society, and the business of government
- Demonstrate the economic value of the commercial software and partner ecosystem, and the role of R&D investments, innovation and intellectual property

Internal Skills Transfer and Development:
The CSA is responsible for improving subsidiary and CSA community effectiveness through self-capacity building on key technology strategy issues, transferring knowledge and skills within the subsidiary and Area, and active participation in Worldwide CSA activities.
- Present four training sessions per year for subsidiary technical and sales staff on technology policy related issues and new platform developments 
- Attend technology policy/issue update conference calls
- Participate in subsidiary business calls to represent technical strategy issues 
- Participate actively in CSA community

Results
- Enabling Microsoft growth objectives over next three years through Security leadership and aligning Microsoft’s actions to local economic development
- Drive business development with local government that helps drive new design wins and establishes revenue opportunities
- Winning the key national projects in GCR on Microsoft’s platforms
- Preventing government procurement preferences

Required experience
15+ Years related experience required in IT Security domain with a preferred Master's Degree.
Previous experience in managing business partnerships with solution providers preferred.
Strong negotiation, written/verbal communication and presentation skills, with the ability to interact with very senior executives.
Knowledge of Microsoft's products and of competitive platforms and tools
Deep understanding of Public Sector business and procurement regulations and/or previous working experience in a Government position highly desirable
