SUMMARY: The VP Finance will oversee all finance and accounting functions, maintain internal and external controls, properly record and document the division financial transactions, and provide overall direction in divisional matters relating to financial planning, financial systems development and other related services. Major duties and responsibilities include: 


Provides overall direction of all divisional matters relating to financial planning, analysis, accounting, acquisitions, credit and collections, internal audit, inventory and warehousing management information and billing systems management, fixed assets, general ledger, accounts payable/receivables, payroll administration, and other financial services.


Ensures consistent divisional compliance with generally accepted accounting principles (GAAP), company financial policies and procedures and pertinent government regulations.


Establishes and maintains adequate control over accounting and related records required to properly record and document the financial transactions of the division.


Ensures that adequate internal controls are established and maintained to safeguard the location's assets.


Oversees the preparation, evaluation, and approval of long range plans, business plans, operating capital and budgets, and periodic financial forecasts.


Provides division and corporate management with timely and accurate reporting of financial data required for control, evaluation, consolidation and informational purposes.


Oversees the monthly closing process, the preparation of all financial reports and the maintenance of reliable databases from which effective decisions can be made.


Develops, implements, and interprets corporate financial policies and procedures to ensure divisional compliance.


Participates as a member of the divisional senior management team in establishing and executing the business objectives of the division.


Oversees the management of an effective financial organization, including selection, training, supervision, counseling and measuring performance of employees. Coordinates necessary financial support of division FCC regulation compliance activities. Establishes and executes divisional procedures providing for the physical and accounting control of inventories. Oversees the company warehousing activities.


Oversees division IT functions including the local billing system and network operational functions.


Manages division contractor agreements, leasing arrangements, pole attachment agreements, and all other division contracts, ensuring current agreements, insurance obligations and certifications, and overall compliance with corporate and legal guidelines.


Coordinates local efforts in support of the development of financial data relating to potential acquisitions/dispositions, analyze all financial aspects of such proposals, and makes pertinent recommendations to division management.QUALIFICATIONS:


Requires a bachelor's degree in a related field, and an MBA or CPA certification. A minimum of ten years related experience required in a generalist capacity with proven leadership and management capabilities, including management of multiple departments. Related industry experience is preferred. Stable employment history.


An in-depth knowledge of financial, accounting, and GAAP theories and practices as well as demonstrated success working with business software, spreadsheet applications, and exposure to mainframe computer applications is necessary.


Solid interpersonal, verbal and written communication skills and the ability to communicate and negotiate with all levels of the organization and external entities are required. Able to work effectively under deadlines is required.
