NOC Deputy Director

Raytheon IIS is looking for individuals who can support the development and deployment of information technology services for an overseas location. The NOC Deputy Director oversees and is accountable to the customer for the overall network operations center. The role has the fiscal responsibility to provide an annual budget forecast along with quarterly updates to executive management to ensure the operational goals of the NOC are being met. Fiscal responsibilities may include but not limited to staffing models, maintaining organizational charts, anticipated future growth, negotiating software license purchases/renewals, hardware depreciation / refresh, along with any anticipated training needs. In conjunction with the fiscal needs, the role should provide a bi-annual presentation to executive management on the long term strategies and vision of the NOC. During major or global outages this role will be the single point of contact to executive management providing updates to the current status, when resolution will occur, and will work closely with the appropriate managers to provide a root cause analysis. The role will partner with manager(s) to ensure the daily objective of meeting target SLA's for ticket resolutions are achieved along with continuously identifying process improvements for cost efficiency.


Position will be a long term expat assignment in United Arab Emirates (UAE). 


Responsibilities will include:


-    Accountable to executive management and customer executive management for overall network operations center

-    Fiscal responsibility negotiating software license purchases / renewals

-    Bi-annual presentation to executive management during major or global outages for current status, resolution timeframe and after the fact root cause determination and lessons learned


-    Partner with executive management and NOC management to ensure the daily objective of meeting target SLAs for ticket resolution are met


-    Partner with executive management and NOC management to achieve continuous process improvements for cost efficiency


Requirements:

  •  Must have at least a Secret security clearance.  A deactivated Secret clearance, provided it was not deactivated due to cause, will also suffice

  •  Must be a US Citizen in possession of a valid U.S. Passport

  •  Willing to work first shift with moderate overtime

  •  10+ years of applicable experience in systems and network implementation / operation including significant experience as a project team lead or project manager

  •  Proven experience with all aspects of incident management, problem management, change managements

  •  Fundamental knowledge of IT and NOC best practices

  •  Customer relationship focus - establishes and maintains highly effective internal and external relationships with excellent communication and writing skills

  •  Success in strategic planning and achieving long term goals

  •  Skilled leadership with emphasis on team building and demonstrated interpersonal skills to enable cross-functional teams

  •  Demonstrated success working effectively in a fast paced environment and in managing diverse tasks, requirements and commitments

  •  Demonstrated understanding and proficient use of program management tools such as EVMS, IMP/IMS, Risk Opportunity Management or similar processes

  •  Demonstrated success in managing complex program task prioritization, planning, staffing, scheduling and conflict resolution

  •  Strong understanding and working knowledge of current country and customer regulations, directives, and policies

    Desired Skills:

  •  Experience supporting International Customers

  •  Experience working in the Middle East

  •  Prior experience using CA Technologies IT Service Management software to manage a large, complex, highly secure network

  •  Prior experience with Network Operations Center concepts

  •  Prior experience with Security Engineering concepts


    Desired Certifications:

  •  Risk and Opportunity Certification

  •  EVMS Level 3 Certification

  •  PMP Certification

  •  ITIL Expert Certification


    Required Education (including Major): 

  •  Bachelors Degree in Engineering, Science, or Mathematics OR equivalent combination of education and experience (Tech BS Degree = 8 years of applicable additional experience).  MBA or advanced degree in Engineering, Science, Mathematics or related technical discipline preferred.
